Make non-XBL games more noticeable
One of the chief complaints I see from devs. is that XBL games get preferential treatment. Making indie games more visible, and/or making it somewhat easier to be allowed to add XBL support would help keep some of those that are thinking of leaving.
As part of the Store redesign with Windows Phone 8, a number of changes were made to the on-device Store experience that addresses many of the concerns here. As well, the merchandising teams have also done a lot of work to increase exposure for non-XBL games.

I totally agree with that. Other platforms did manage the success with brilliant inde devs who came out nowehere with great games. The extra market push on other platforms are only dependent on the quality of the game and not the publisher name. I fear that soon enough the only games we'll see, besides some other crap 2 hours coded games, will be xbox live titles.

Agree completely. XBL is enough of an advantage by itself in terms of sales, do they really need preferential placement as well?
It's a great irony to me that many of the best sellers in xbl games, such as Angry Birds, Fruit Ninja, and iBlast Moki are exactly the sort of games that would never have been granted xbl access if they were new games rather than successful ports.
At present the big publishers like EA that could get XBL won't make enough to cover their costs and smaller houses have to release first on other platforms to get the traction to achieve xbl. The whole market is driving itself towards being a second tier port dump.
