IServiceProvider for Markup Extensions for WPF parity

This would enable.
- IProvideValueTarget interface
- INameScope interface

This is part of the larger ask of Add Markup Extensions

@Mike here's an example of what I've been able to figure out how to do so far: https://gist.github.com/michael-hawker/becf8c1b9f781a91eeebb747c2955233

It seems you have to specify a property name in the extension, you can't just read in the text/value directly as a parameter to the constructor.

You also can't seem to specify/resolve any other binding as a parameter to a property value that I've seen.

Is there a way to work around this? Is it possible to write a markup extension that works with events in UWP?

MarkupExtension has been released with the newest version of UWP but I'm have a **** of a time finding any examples and good info on what it can and can't do.
