Standardizes a URL fragment syntax for specifying a fragment of a media resource.

This would be extremely useful, especially for content editing or just for playing a fragment of a video without the need to pre-edit to that specific fragment.

I'm continually surprised how IE/Edge are so often behind other major browsers in supporting features that would make creating compelling content easier. Much of Microsoft seems unconcerned by the hearts and minds of developers. Big mistake, me thinks!
Look to VS Code team for inspiration on how changing the culture, being inclusive, competing on your merits, and in general doing the right thing can win over communities of developers where previously MS was not viewed favorably. Developers are much more likely to champion your tools, products, services, and in turn drive adoption and awareness.

This is supported in every major browser except Edge and IE. Would be useful.

This would be a really useful feature for having granular control over start and pause events on video, rather than polling a video player with setTimeout for the current time.
